You're confusing things - cheater bad was for Chronomancer loaders, and you can have 0 badges.

Well, you can no longer quest load Sinister Leech Blade. They patched it along with Champion Blade of Nulgath, Archfiend Cloak of Nulgath, Dread Heads of Nulgath, and Phoenix Blade of Nulgath.

I was able to in 2011. I somehow got banned for it too. Fortunately, the ban only lasted for 3 days.

They use database searches - milliions of players in the database = slow like hell. Expect some players to be banned this year for shit they bought in 2011

ErickMorgado would have been my second guess, but the Sinister Leech Blade stood out (along with the fact that he didn't have Eye Was There) nudged me towards Cloud667.
