It's only locked if the staff are aware that the account has been hacked. They don't bother locking accounts if different IPs attempt to access it. Otherwise, any account could be locked and that wouldn't make sense.

You get it locked for 10 min..
then if people still are trying to log in.. you get it locked forever.

No. That's only on your end. And if you click on "forget your password", you can instantly access your account again.

I think he means that every time someone tries to log into the account while it's locked, the 10 minutes will be re-set, thus making it locked forever if you keep doing that.

The 10 minutes don't actually reset though... After 10 minutes, it'll unlock automatically.
