How to make an account unrecoverable?

We all know that flagging doesn't work anymore.
Anyone got any tips to share?
This is a major issue for the selling/trading/buying section,
an easy method of scamming and also easy to get away with.
I personally have never gotten one of my accounts recovered, but
tips for others.

I don't know about making an account unrecoverable but I have an idea.

Get every single spec of information from the person, if they aren't the original owner then try to get all the information possible from them. So that way if he recovers the account you'll be able to get his account banned for sharing. Also put like $10 on the account , so if he recovers it you can charge back.
