Also Staff is defined as Minion and Up. Contributors, Resource Team, Middlemen, Editors, etc. Can make requests despite posts,

What that means, you can request a title change even if you have not reach the 500 posts after your last request. Or a name change even if it has not been 1000 post since your last request. However you still need to meet the requirements to begin with.
