So I am positive that this is pretty common knowledge and floating around in the forums somewhere,
yet I have still helped about ten people do this so far...
If you open up you client and you get a infinite loading screen one way to fix the issue simply (from adobe's website):
1) close your client
2) go to run/ hit windows + R
3) type %APPDATA%/Adobe
this is the location of all of you cached flash data
4) delete the folder called Flash Player
5) Now type in %APPDATA%/Macromedia
6) delete the folder called Flash Player once again
*Thing to note here is that if you are trying to setup one-click login with muledump this is the location of the .SOL file you need to reference
7) Re-open flash player and login
8) Profit
Don't worry the folders will be come back once you run flash player again..

This is the wrong way to do it. Doing this will also reset all of your keybindings. You're far better off using windows search to find "RotMG.sol" and just deleting those, as that will leave all of your keybindings/other settings in tact and only clear out the banned account login cookie.
If you're going to clear everything, right clicking on the loading screen -> settings -> local storage -> set to 0 is far quicker and wont delete all your computer's other flash cookies.

RotMG.sol = your saved login data. Nothing else, its just a username + password cookie.
AssembleeGameClient.sol = your keybindings, preferred server, and everything that is located in the Options menu in-game.
Then there is an analytics.sol or something like that that I think has random useless crap (your lat/longitude, some random stuff about packages, dunno been a while since I opened it).
Anyway, when you delete the entire Macromedia folder you're not just deleting game cookies, you're deleting any kind of flash cookie. So even if they don't game, it'll still delete certain login data for sites that may be heavily flash based. Not that that is a huge deal, but it is a needless annoyance nonetheless, especially since either of the methods I posted are far simpler/quicker as well as being more precise.
Aside from that, if they play in Google chrome this will not clear out their banned mule from that since Chrome stores its flash cookies in the Local area of the AppData folder, IIRC. Mine does, at least.
