Just use your Installation disc of Your Window,Insert into your PC and restart.When the setup load find a Repair my PC .

Use System restore.. they will Restore system file at the pass time.. Just go to "Control Panel\All Control Panel Items\Recovery"

Check which file is missing and redownload them. If you can't, reformat your PC. Just don't download hacks from outside links. I downloaded to test it, so that I could tell you guys its a virus.
