I'll show you my methods to improve performance in all games.

The first method is the best that can be done;

1.Advanced SystemCare (I'm using 6.1 PRO)
-Go to Turbo Boost
-Select Game boost mode
-Select all without keyboard hotkeys
-You can skip Non-Windows Services tab, but I recommend configure it
-Power Plan do not change anything if you are using a desktop computer
After you set up everything you can enable Turbo Boost before turning the game. (:

2.Sunrise Seven
Sunrise Seven is an operating system optimization tool that makes accessing a variety of useful options on Windows 7 really simple.

3.Play good ping servers.
4.Advanced game settings. [Tweaking]
5.Take good care of the cleanliness of your computer and the HDD!!!
6.Cleaning the registry and defragment the disk!!!
7.Decrease the resolution @DaKevinn
8.Disable motion blur in your BF3 options and disable Windows Aero helps getting higher FPS too. @Paralyze

After completing all the steps we have high performance gain

If you pull down the resolution you can have a quite big fps boost as well.

Go to System --> Advanced Settings on the far left --> Advanced tab ---> Optimize for performance. Gave me about 5 fps. (no kidding)

I have q9300 gtx550 and 4gb of ram and have 70 fps on high settings.
