On Xbox it is possible because there aren't dedicated servers and you can be host.

I used trainers for custom games also on BO1 and I am not banned, but there is always a chance of getting banned.

Well i think this is safe to use because you are not using it on public so no one can report you.

Maybe I have been banned because I tried to use the trainer in public match. Or someone has reported me for the prestige master with the xp hack.
