Black ops 2 account

I've traded and I received a black ops 2 account from Czech Republic, it's VAC status is clean it shows it is RoW (Rest Of World) but I receive the error this account is banned from black ops 2 servers . I am from Romania. If it is RoW doesn't that mean I can play it with no problem?
Please help.

eh sorry, did you say you are banned? if yes it does not matter which version you have, you can not play.

Think he tell use that:
VAC = Not banned
TAC = Banned

So, it means you're banned by TAC and not VAC.

LAter I found the game was activated in Yemen, I tried to change ip but I only succeeded to get Saudi and EAU and it still show I was banned. So i am banned 100% ?! It has nothing to do with the fact the game was activated somewhere else?! Thanks in advance, appreciate it.

As I said later, if you get you're banned from their servers, you're TAC banned.

If you tell you're VAC banned, then you're banned as well.
