Changing usergroups can only be done via AdminCP.

And Obama is using the account 'joshua2222', he told me over msn.
And Liz is using the account 'Liz_backup'.

It means that you have to send an application to the mods 'new' accounts or wait for them to be unbanned, they will then pass their decisions on to Dave and/or Arun who will promote who they deem worthy of the positions.
