Because he wanted it to be 10.. I'm quite sure if you type in 20 it will work, as the value "20" is in the memory but he didn't have to include it or didn't know.

Really when you think about it, he put in the address, so when you put in the the value 20, MW3 will recognize it whether or not he declared anything
