How come when I see people say that they are banned, they usually say "Im on my X number of keys already".

Do they really go out and buy the game over again or what?

Any other game , yes.
BO II ? Probably not.
As you can use Russian Keys (10-15$) for any other game, but it doesn't work for BO II.
