That is not really the truth nulled scripts work on most payed hosting it doesn't have anything to do with it being offshore

Nulled Scripts are illegal scripts and alot of hosters dont allow it since it is illegal. So offshore is your only chance.

well there is a difference between here. No hoster says we allow Booter servers! but then there is those who doesn't do anything about them because it's good business to have them as customers.

Yeah but for what it's worth there is some companies that are willing to take that risk

Well if you are trying to host Booters or something illegal, you could get VPS but we need to get back on topic >.<
