Lool, it doesn't matter if he knows his Skype name. People use general purpose VPN for Steam, not specific ones like with Skype.

Basically, if person has Skype proxy, then he MAY be vulnerable to Steam ID resolver.
If person has Steam proxy, that means general VPN, which means you're screwed. (Skype would be routed through VPN too.)
