If this was Cold War era, wouldn't launching some at USSR solve this?

Not necessarily. The USSR had a defense grid setup so any incoming projectiles would be shot down in remote areas of Russia. They would then retaliate only targeting key areas of the location where it was sent off. Everyone believes that the cold war would have been launching all of the nukes at once at each other, but neither side were that stupid.
