Well, with gta IV i dont have any problem, no lagging etc, i have a ati radeon 7950, 8gb RAM , i5 processor

I got 8GB Ram, GTX 650 Ti 2GB and a i7 Processor... i think its enough for this

As I said, it's not about the numbers that the hardware can achieve.
Besides poor optimization, just as APB. It's about what's INSIDE the hardware there.

I can run it flawlessly, I have;
ATI Radeon 4850HD
4GB RAM
And 3.1Ghz QC.

Besides being overall horrible, I have not switched to it because of this fact.
It seems unsupported so far.

i got 32gbram 3770k @4.7 gtx titan and still cant run it, dont bother redownloading it
