SmallC hasn't made all the maps, it's either up to you to do it yourself or just leave it blank.

I'm confused, this hack only works on Kharg TDM and Seine Conquest? And, if so, how do I 'make' other maps so I can use this on other maps? Please reply, I'm terribly confused.

It's a visual hack, if you're too lazy to make your own radar backgrounds, just make a blank black image in Paint and use that. Use the hack as a normal radar.
Otherwise. Take a screenshot of the map you want to play on and make a 2-color image of it in Paint / PS / GiMP. Save it in the folder as PNG file.
