i've tried that with m y non-legion member acc and legion member acc. it can completed but cant turn in

It was probably a quest intended for those with the Legion Champion armor coming out later today. The quest ID is 3009, so it is one of the newer quests and definitely hasn't been released yet, hence the patch. The thing is, by completing these quests and loading them, AE now knows that you cheat and can ban you whenever they decide to do their next wave of bans.
