Ventrilo Anti-ban

I am curious on how a ventrilo anti-ban works since ventrilo does not work well with proxies anymore. I know theres an rcon exploit that allows you to use rcon commands without the admin password, apparently found by someone called JD Belec. Does anyone have any insight on those kinds of programs? Im just wonder if anyone has any new information on them.
