There are several plugins to protect your server from DDoS/DoS attacks although IMO they work poorly. I'd recommend buying a server host that offers DDoS/DoS protection or if you don't know what it is do your research on proxy tunnels.
I have a minecraft server and I constantly have been getting hit by a DDos attack. First was a Dos attack but I didst get the guys ip and ISP wasn't smart enough to help me. Is their anyway to protect me from such attacks? I heard people talk about proxy tunnels but I still don't know what that is. I'm new to this topic and I need a lot of help. I understand what denial of service is and how it works, now the question is how to protect my self without getting expensive services like companies provide because I don't got a lot of money.

Are you hosting the server yourself/do you have a host?
I'm hosting on my own computer. Also getting ddos protection from a company for a very expensive price is not a option. Also any plugin you know besides nanoguard and front end proxy. Saw those two. And also any other way?
Well is their anyway to protect against DDos then still? I run a Centos Linux set up that the server is on. I did hear that their is a way to maybe limit the amount of packets but I don't know for sure it will work.
