With the very little amount of things I could read, no you don't NEED a watercooler but that would probably be the best option if you are planning on an overclock.

for the psu my old one PSU : Aero-cool 650 Horse Power is deadeven an full-overclock with this psu won't be needed.
just a couple of 1,000 rpm fans will do.

i will see withe my small budjet that will be not easyJust get a decent HSF like a Hyper 212 or a Zalman s9500. No need for water cooling.

First of all, you need a fucking dictionary, my OCD rages.
Second, i would recommend getting a better fan than the stock, though it's not required.
Water cooling is optional.
