I think he means the client side one. There was a program where you could choose what skin you wanted, but it only showed up for you.

I don't remember what it's called, but you used BoL for it.

What i think he meant was where you could choose a champion that you have a skin for, and you could setup ghost mouse to choose the champion for you, this got patched because so many people were using it, was a great thing to do having some of the rarest skins in the game and people being like woah, and then you do real bad in the game looks kinda embarassing but it was were you chose the normal skin on the champ with a skin then quickly clicked on the skin then chose the champion that you want the skin on!
