there was a bug where the only thing that would drop was the doom potion and xp boost and once you relogged in your doom potions turned into a trololol moglin,
later it was fixed and everyone who had already spun the wheel got their tickets back to re spin
no its not available anymore, you wont be getting double again ( unless it glitches again )

I dunno about the other two but what if I told you I was telling the truth and I got couple of shitty helms and put them in the bank immediately before spinning again?

Yeah, the only thing that dropped was the doom potion and XP. But I got another ticket from AE since it was a bug :P
