i think i'm lagging?

Okay so this will be hard to explain but ill try.
There is no lag at all in my game everyone moves at normal and everything is at normal speed.
Except the enemy's they will look normal unless they shoot me or i shoot them.
It's like there is a delay between what i see and what really happens.
I will be walking around and then out of no where someone will be in front of me(like they teleported) and ill be dead and he never shot me.

Does anyone know whats going on and or how to fix this?

Get a better Pc/Internet connection.
Would recommend optic fiber and a custom PC.

it cant be my pc but ill believe the internet.

is this bad?
