you need a paypal account with a bank or credit card linked to that account, so you can transfer the money back to your bank account.

Yes, you can receive the money, but the money you receive will be stuck in that paypal account, you cant take the money out, but you can use it to pay people, you can only take the money out if you linked a bank account to it. So technically, yes, you can still use the money if it's not linked to a bank account. In order to receive the money, you need to link a bank account / credit card / debit card.
