What does it mean by prestige equipment?

after I've unlocked a few things that I missed, I can not get to my class editor. always crashes the game from when I go into the editor. the game itself I can no longer select the first two classes. game crashes every time then from the menu, Menu -Error 13610 and Conole goes on and the game crash again.

So you can do that :
Open your steam
go to black ops 2 multiplayer
right click on it.
go to properties
then local files
and then Back up Game files.

Do as he said but instead of 'Back Up Game files', do a Verify Cache (Or something like that )

what's the point backup?? 've done backmup and files checked. still the same. when opening the class editor crashes the game and it comes off again and the error message in the console "Menu Error 13610

I deleted the game and formatted the disk. then the game entered again. always the same.

You can always try to do Fresh Start.
Don't do it before you get some other solution(because you will lose everything)..

Then it's reminding me of an problem related to modifying the game stats. I think it was headshots or something.
You will have to un-do this or attempt an roll-back (getting an prestige token and do a fresh start)
