OT: You do need .net frameworks, along with other requirements Biese already posted.

Make sure you have .NET Framework, C++ Redistributable, etc. installed. IF that still doesn't work then

Yeah, like @wassabi said, try to redownload the hack and reinstall the .Net Framework. Must installed in newest version.
