Only the games that don't support an up to date anti-cheat have this issue. Look @ BF3 & Black Ops 2.

If the Xbox gaming pool got involved, you can believe they'll be very adamant about keeping the servers clear. Not only that, older games in the future will also have better anti-cheat. Apposed to the second a game is out-of-date it turns into a hacker haven.
