So I dusted off PS after about 1 1/2 years of not creating anything, and this is the result.

If you must use a badly cut render, don't blur the choppy edges. It might be harder to do in a lot of cases, but with this particular one, you could actually use a black or dark gray and pentool over them so they're smooth.

That angled strokes background.... dayum, not good. I suggest you add like a dust and a different floor, and maybe some better shadowing imo. payattention to the colors, in this case the different tones of black and white, because some parts of the render almost merge as one, hard to identify, like the border of the hat and the cape (it is already hard with the stock render, but now, its almost impossible.
I actually did pentool to fix a few of the edges, as well manually repairing spots with a brush. The spots of heavier blur were to indicate motion and distortion, especially on the upper regions of the cape. I do know what you're saying though, and I usually do as such to repair shoddy renders.
It's rain.
The trajectory of the rain is even adjusted and contoured accordingly to realism, i.e the left leg and upper bounds of the cape.
In regards to the shadowing, a lot has already been done. Areas directed toward the light source are slightly brighter and have directional highlights, and areas away do not, and are slightly darker.
The entire idea behind the piece was a darkened silhouette, so small features and borders are of secondary importance. The focal point is not really the figure in itself, but the face, placed accordingly with the Rule of Thirds, emerging from the dark and blurry background.
