You got it backwards.
You need a 64bit OS to use 8GB of RAM, but you don't need 8GB of RAM to use a 64bit OS.

yea i didnt know if 600$ will be ok because ur buget is 400-500$

650ti boost is good card should run all games high-max 35ish fps-60

remember to get a 650 ti boost not 650 ti because boost gives you extra 10-11fps

but i would highly recommend a 660 thou its a very good card and you will see a difference when you play game on a 660 then a 650 ti boost

I torrented Windows 7 Ultimate over 2 years ago on my main rig, and I haven't had a single problem.
It even updates if you get the one with RemoveWAT.
