I used to use maxpacket in quake4 to deliberately lag myself, the lower the packet rate the less people knew exactly where you were,

this was before automatic ping correction and all the other stuff come into play.

My guess is it is something left in the engine that has no use but good find, if it still has a function it will play havoc with the aimboters.
