Perm bans seem like a good idea and bring great amounts of joy but when all the spammers and cs are perm banned we won't have anything to take out our rage at.
I would instead pick the long lasting choice and bring neg rep back so we can keep abusing them over a longer time.

Respected people with a lot of rep will have a higher rep power, which would then be used to neg-rep the bitches back. Also, trolling is all but impossible due to the way rep power is calculated. If you neg-rep a respected member, then you better prepare your anus for the retribution.
