No because you're forgetting about the 5 Kage summit and all of the drama Sasuke/Tobi were ALREADY stirring up AS Naruto was fighting Pain. This led straight into the declaration of War and Naruto having to deal with not only Sasuke but then going to the island.

Maybe you're right. Regardless it's not like Naruto has any plans for changing the future.

It's a completely different Arc, so it the "Confining the Jinchuriki" arc when all the war preparation was happening and Naruto was training with Bee. The war itself has also been split into 2 arcs. From the beginning to when the 10 tails was revived it was "The 4th Great Ninja War" and afterwards it was "The Ten Tails" arc.

But even if you were right it would be even MORE to my point. There was little to no time in-between the Pain fight and the war.

My point was that naruto talks about change but never does anything outside defeat the cliched villain. Whether he "has time" or not is the author's fault, much so that he basically woke up the next day and ignored what Pein had said to him and "taught" him.

And this isn't only for pein or such, this is for a lot of the villains. Naruto just kind of ignores what the problems are and obtains the "defeated villain" status and moves on.

And the whole part about his village and the system too, but that is kind of a general theme in naruto that gets overlooked.
