Does Riot give everyone their season rewards during the preseason, but then take it away from those who were banned before, at the start of the new season?

My friend got suspended for helping another friend boost and in his email it said that he wouldn't get any rewards but turns out he did get the rewards.

just dont let them know, last time I have a hacked RP account, they unbanned me but I still have some skin, then I was submit a newticket and cry about the skin that my friend gave me (he used RP hack). I ended up losing everything (skins) but its hacked so no problem.
