I think those in game health edits only work if you are host. I'm not 100% sure, but with my basic understanding, only host can ever edit much about a server and it's players. Since your host, you can even edit the health, speed, and gravity of other, individual players. Thus Concludes my theory of "in game edits of health, etc. only works when host"

You are 100% right, you have to be a host to be able to change and freeze Ammo and Health.
Thats why i tested it in a Private Match

It does not give: Health, Ammo, 2nd Ammo : to all players in extinction. Only the player in slot one i think.
