Making an account on Oceania

So I'm trying to make a new account on Oceania so I can play with my friend, but every time I make a new account it registers it in North America and not Oceania.
PLEASE HELP ASAP

Go to this link https://signup.leagueoflegends.com/en/signup/index and where it says "North America"(Change) just click change and choose Oceania and then just create an account.

np. It's right where it says Region: North America (in my case it's EU Nordic and east) if you still can't see it the screenshot's should help
