2nd and 3rd hard drive aren't always powered?

So I have a SSD as my main drive with w7 on it and everything so of course this is always powered.
My problem is, is that when I click on another hard drive it takes about 10-20 seconds to open since it's loading...
My guess is that the 2nd and 3rd hard drive aren't always being powered? How can I change it so they are? O.o

Also while I'm here I'll ask this too:

I have W7 installed on my SDD (main drive) and I also have W7 on my 2nd drive.
I boot off of my ssd all the time but have it on the 2nd as a backup sort of thing.

    Okay here's the problem:
When I turn on my PC the splash screen comes up and then after that a screen comes up asking what Windows I want to boot (both w7)
This annoys me since the 1st option is Windows one the 2nd hard drive so if I'm not there, it'll automatically select that one..

Is there anyway I can make my PC boot straight into windows on my ssd instead of me having to choose erry goddamn time?

Go into your BIOS and change the default boot disk.

Pretty sure I've done that before... But I'll do it again I guess

Edit: Ahh, there was 3 boot options and I just had to disable the other 2

If you go into Device Manager, then under DIsk Drives, right click on your HDD, then go Power Management and disable "Power off when not in use" or whatever it is. Should work.
