Video Card for my brother

So my brother wants to build a computer, after watching me do so, and it being a powerhouse( thanks @Aborted )
Sadly, he has no job, seeing as he is 13) and he needs to make one, he saved up $500 and has everything bought, and now all he has left is $78, i am paying $50 to make it $128 for a decent graphics card, all he needs is to run crossfire with 190-200 fps is what he says, i already took the money and want to surprise him with a late Christmas present, any suggestions? Here's his build

Also, why 1 stick of RAM ? He should have bought 2 sticks x 4 GB->dual channel

Eh, the performance boost gained from running in dual channel is minimal at best. The speed and latency modern RAM units run at almost nullifies any gain. In some cases it's actually better to go for a single stick, depending on how many DIMM slots your mobo has, and if you're planning to upgrade. It's a lot easier to go from 8 to 16 if you have a single 8 stick.
