Anyway, if anyone is having trouble renaming the file, make sure you have "Hide known file extensions" turned off in Windows. Without that turned off, Windows will not let you alter file extensions.

There's no way to prove it. This literally removes all visual signs that you're suppressed. The only way to know now is audio cues, which you can't display, or increase in spread, which can't be shown in a screenshot.

What the guy above has just said is exactly true, there isn't a way I can show you the blur not being there, you would just think that it's me playing normally as the blur is non-existent. The only way I could show you is through a video or GIF but that's too much hassle to setup for a simple config file.

Thought it would be because you're in a way, editing the game. With a esp, you're injecting something into the game to make it work differently, I thought PB would feel the same about this.

0% ban risk. If you think you can get banned from editing a config you must be cray-z

An ESP injects information directly into the EXE file. That is direct game code, not configuration files.

Look at a source engine game for example and the amount of configuration options you have with that.
