I didn't believe it myself, but I came across this tweet from Garry himself, this was tweeted 3 days ago.
So I suggest not using any injected hacks at all, like the Multihack I released for example. Modifying Assembly C-Sharp as far as I know is fine. So remember, it is COMPLETELY your fault if you get VAC banned for using hacks.

I've monitored this thread & from what I can tell, 75% of the bans on that page can be accounted for by OTHER Vac secured game bans which in turn have resulted in a VAC ban off all Vac secured games.
I'm not saying that rust doesn't have VAC, however I believe that only a small amount of hacks are actually affected as of right now.
Your claim that a VAC ban for source could push a VAC for any other game is false. I have over 30 accounts to test hacks, 10 are banned from Source games, no push to Rust. Steam treats it as a slap on the wrist, even if permenant is better than a permanent forever increasing ban
