Try contacting PayPal via email or even better use phone and tell them you have proof the buyer had said that they will not claim back anything. Good lucky getting back your money!
Made a sale selling steam gifts, And some fucker disputed after me giving him gifts!! And i made him put in the message "Im paying for virtual goods/games I will not dispute or Attempt to claim back anything" But Nooo the stupid fat fucks cant read that shit and sent him back the fucking money, Bunch of stupid cunts, Sick of this shit your nice to someone help them out and they just fuck you over Never ever scammed anyone or attempted too and this is the thanks i get, Why do i even bother being nice....!!!

If you are verified, you could call your bank/credit card company to charge back the money since he charged back on your steam gifts
If you do that, you'll get your steam account permanently suspended. @karlamwood

First report the scammer to Steam Support then chargeback the money you paid for the gifts from your credit card.
