Nope, it works only with the lastest Steam verson.

If youre talking about the NoSteam Release then no but if you bought the Original CD Then Yes

If you're able to change the stats, is it possible to change the weapon/attachments kills?
Kills which are required to unlock customisable character head/uniform/gear etc.
For example: 50kills with Red dot sight attachment (11/50)

Yea I do that all the time via cheat engine.
