I have a Galaxy S4, but I wiggled in his settings, and I ended up doing shit. I can make calls to other phones, but other people can not call me. They get a message saying this: "This phone is occupied at the moment, call back later". I can send and receive messages normally, but I cannot receive calls! Has anyone here ever had a similar situation or know how to solve this problem?

Sounds like a provider issue. Is it some BR phone company? You could always flash a stock rom. Takes like 5 minutes.

You probably have to contact your provider or go play around in the call settings of your S4. Or the carrier settings, etc. I use t-mobile with my S4 and this has never happened to me (I play around with the settings alot.) I suggest you go into the store and talk to the employees directly if you cannot find the solution online.

Perhaps you should backup all the important shit you have, and restore factory default. If doesn't work, its the service provider's fault.

Try contacting your service provider if that doesn't work, backup your whole phone and reset it and test if that works.

Yes.. ok, lets try this.. all your incoming call they can't reach to you OR only your friend??? If just only your friend, that mean you have disable call from him..
if all your incoming call can't reach to you USING Galaxy S4, that's mean SOMETHING wrong with your phone..

have you try to put your sim to another phone and it is working FINE? if not, SOMETHING happen to you SIM..
