[HELP] Set up MPH Public

Hey guys, i just downloaded '*****.exe' but it dont work for me...

Methods i tryed:

-I opned the *****.exe and hit start, then i cliked launch combat arms but the hakshield thing dont pop up and eventually CA wont load

-I opened *****.exe and left it i launch CA and wait for hackshield to finish log and before black screen comes i hit start on *****.exe screen comes, i hit insert no menu drops!!

HELP! PLZ
~~also i heard people say that the weed site pops up, i dosnt pop up for me??~~~
