If you got banned by Treyarch, you can "unban" it with using the "Steam Family Share" program.
How To: create a new steam account -> go to your treyarch banned black ops 2 account -> klick on "steam" (left top) -> "settings" -> "family" -> "authorized accounts" -> choose your new account -> and so you can play black ops 2 on your new account.
