Doesn't matter when you buy; it will be outdated within 6 months anyway. If it's out already when you build and at a reasonable price, then go for it.

Only comments I have on that build is if Samsung 840s 250GB goes down to the $100 price range, I'd recommend that over Crucial. But I'm sure either will be fine.
The PSU market swings pretty hard in the US each quarter; you can often get a 700-800W modular platinum for <$120 if you wait for the market to dip. It would also be worth looking at Seasonic and XFX before you buy, as many of their guts (varies model to model) are the same as Corsair's and often priced at ~20% less.
Your graphics card even while idle is going to completely negate the "quietness" of those expensive fans. Not sure if it's worth dumping $60 into them. Microcenter (I live pretty close to one) sells Kingwin fans for $3 a pop and are pretty quiet. They don't push a ton of air through, but if you have watercooling, the only heat in your case is from the GPU. You probably won't know how the sound will all fit together anyway til after you buy it, but just something to consider.
And don't use wifi... buy an ethernet cable! Wifi is so unreliable for gaming. Or I've never had any luck with it in terms of stability for FPS or other pvp games.

As of 9/17, I will be away for a few days due to medical reasons. Should be back up soon. Please refer to a GM or other mods in whatever particular section you need help with.

800 series cards have apparently been delayed because the Chip manufacturer isn't set up to manufacture it's specific NM GPU. It may be just a rumour but I also heard they won't start manufacturing until the end of the year.

I could've sworn I saw this exact thread on Tom's Hardware.
I'd just get the 780Ti now, it's the strongest card out, and waiting won't accomplish anything.

Which GTX 780 TI would you recommend going with then?

Also the fans are all for looks i got rid of all the looks to the build now and im just building this for pure performance.

If you're building now, then obviously the 780 Ti is your option. If you're trying to go massive performance/bragging rights, then just get whatever is out there when you build it. Regardless of what you get, 6 months later it's not going to be the best anymore.

If you're trying to be price-conscious, then it wouldn't be a terrible idea to wait until the 800 series is out, then see how it effects the 780 Ti price. Maybe the 880 will only offer a 10% performance increase over the 780 Ti, BUT the existence of the 880 pushes the price of the 780 Ti down to $550. If that were the case, I'd probably still get the 780 Ti and put the $150 towards something else, or a future SLI etc. The entire 700 line dropped in price by 20-25% (not to mention the embarrassment made to AMD's products) when the 780 Ti came out, so my guess is the 780 Ti is also inflated and will drop down to its "real" price once the 800s are on the market.

So you think that currently the $700 price tag on 780 ti is inflated?

Wait for the 780 ti To drop in price. Its a monster, but not worth the price premium right now. Also not sure if you want that 2133 mhz Ram as the performance increase is negligible. Finally, I would check out the Noctua NH-D14 which is an air cooler and massive, but is a bit cheaper and offers high quality cooling.
