Only way a phone can get blacklisted is when the owner doesn't pay there bill when there under contract for the phone, OR if it's reported lost or stolen.
Only way to get it unblacklisted is to try to get it unlocked OR contact carrier try to get it unblacklisted which won't happen if you either found it or stole it.

Only way is to replace the internals.. so it's pretty pointless.
I had a couple stolen/found Iphones (Not stolen/found by me) and I just sold them to a guy at a local market thingy
since they can't be used as phones anymore.
