thats not the only thing that can qualify you for use of the applications.. and once you've been approved, you're always approved.

Well the thread clearly said u MUST have 15 thanks to use it what other way can i get approved

No, you can't.
There's another thread that he posted, you have to register for ASMU. Here's the thread (v2 because XpliCitt was excluded in the first one )

I just tested it. The first atachment = Always says CBL clean
The second one is better
