When to use OMMs?

So I've recently picked up selling some of my items which I don't use. I tried to sell some skins to one person, his IGN was Calebcc, and he of course scammed me. The scam itself wasn't a big deal, but my trust level fell. I want to resort to using offical middlemen from now on, but it seems as if they are never on skype. Does anyone know if it is worth emailing them, when they are on skype, and how I can contact them?
