Arma 2 oa not downloading

So i bought the arms 2 and arma 2 oa in the combined ops pack
and arma 2 downloaded just fine but when i tried to download arma 2 oa it didn't download
it kept coming to 100% then it should say "play" but for me it says "install" i have tried to fix it for some days now
but now i could need some help because I'm out of ideas to get it to work.
I bought it on steam and i searched it up and can't find anything that helped i have tried to install it at least 10-20times
and when you start downloading it again its not taking any sort of space it seems like when its done its sort of delete it self

Please help me! i wanna play
